Statement by State Power Investment Corporation

摘要：

黨的十九大提出“推進能源生產和消費革命，構建清潔低碳、安全高效的能源體系”的國家能源戰略。十三屆全國人大二次會議提出“單位國內生產總值能耗下降3%，二氧化硫、氮氧化物排放量下降3%，一般工商業平均電價再降低10%”的2019年度目標。

中國乃至全球范圍正在進行能源轉型，逐步進入清潔、低碳能源生產形式的新時代。核能是安全、可靠、經濟的清潔低碳能源，將在全球范圍內持續發展，“清潔能源”和“低碳能源”應在發展理念、發展機制等方面進一步融合。核能是中國能源體系的重要組成部分，核能發展關系到國家安全、能源安全，應作為“清潔低碳、安全高效”的國家能源體系的基石。核能發展面臨的公眾接受、放射性廢物處置、核安全監管等挑戰，需要全球范圍內的創新和合作。

國家電力投資集團公司大力發展核能，是建設新型國家能源體系的倡導者、支持者、實踐者。三代非能動核電技術依托項目四臺AP1000機組順利投產，技術引進、消化、吸收工作取得積極成果，自主創新研制了國核一號（CAP1400）。國家電投將繼續在核電建設、安全運行、技術創新等領域發揮積極作用，推動國內外的核電發展，建設具有全球競爭力的世界一流清潔能源企業。

Abstract:

‘Promoting energy production and consumption revolutionand building a clean, low-carbon, safe and efficient energy system’is the nationalenergy policydecided by 19th National Congress of the Communist Party of China. Report On The Work Of The Government delivered at the Second Session of the 13th National People’s Congress of the People’s Republic of China sets up 2019 annual goal as: a reduction of 3% in energy consumption per unit of GDP, a decrease by 3% in sulfur dioxide and nitrogen oxide emissions and a further decrease of 10% in average electricity price for general industry and commerce.

The whole world including China is undergoing the energy transition, striving into a new era of clean and low carbon energy production. As a safe, reliable, economy, clean and low carbon energy source, nuclear energy will continue to develop globally. Clean Energy and Low Carbon Energy should be further integrated and synergized in development strategy and mechanism.Nuclear energy is a significant component of China’s energy framework. The nuclear energy development in China impacts the national security and energy security, and should be the cornerstoneof the national energy system with clean, low carbon, safe and efficient attributes. Confronting the challenges such as public acceptance, radioactive waste disposal and nuclear safety regulation, etc., nuclear energy development requires worldwideinnovation and cooperation.

State Power Investment Corporation (SPIC) is vigorously developing nuclear energy business, acting as an advocate, supporter and practitioner of the new national energy system. The third generation passive nuclear power technology has made significant improvements in recent years. Four AP1000 units achieved commercial operation; technology transfer achieved fruitful progress;the domestic innovative design CAP1400 accomplished. SPIC will continuouslyplay an active role in nuclear power plant construction, safe operation, the technology innovation,as well as the domestic and alien development, building a world-class clean energy enterprise with global competitiveness.
